Theory card wasnt originally part of the age of empires 3. It came with tad or twc. It wasnt on nilla. So they made an age1 card which is better than age2 combat cards. I'd say it depends. I think Strategy and macro are the most important thing if you are new or a noob. Many players who suck at micro and aren't really high apm players still manage to become major+ because they have good strats and their resource management is good. Using polls to determine what to balance is wrong imo. Better to use win % statistics and then further analysis of the reason certain civs win more than others. Changes based on these polls might as well ruin things more than they actually balance.

To fix all arguments and to correct the mistake of changing too many things that clearly not everyone agrees with. I think all changes to civs should be reverted except the few nerfs that are obviously needed and 90% of the people agree with. So instead of buffing civs, just nerf the civs/shipments...
