Brits and Dutch are two civs that needs a nerf (prob India too) and they still don't cut it imo. Sioux can be played with full cav, that's something to remind even in age3 with speedy wakinas.

255f it's clearly not too much, but it starts to make a apreciable difference. 260f would be irrelevant in the vast majority of cases on top of being an odd number. 86.6f per villager is the sweet spot and 85f is not?
Anything less than 5f per villager is clearly not relevant. Change starts to be significant from 5f and on. 255f is basically the minimum perceptible buff.

Sioux don't even struggle anymore vs turtle because with teepees mechanics they can boom just as good (and are np switching to farms/plants either). Also water has been nerfed.
Otto are not OP. The problem is more the opposite because ther units are now underwhelming.

With small buffs classic gameplay can work just fine. Sioux got 5v plus some other cards can be buffed. Otto got the mosque buff.
Obviously other civs need to be changed to achieve overlal balance. French/Germans have been nerfed already. Dutch needs 4 bank limit back. Brit needs a moanor nerf, etc.

Sioux and ottomans are supposed to be that way tho. They don't have a competitive eco later on so they need to damage opponent's one instead. They tried to redesign the two civs but it isn't really working.

Yes which is both good and bad. Right now schooer civs have pretty much no water advantage and that's not good.

Alternatives to kami are not that great since you need shrines anyway for pop space. Russia is just tough client for Jap. Needs specifc counter builds and hope that Russia play isn't refined to the same extent. Possible counter builds are club rush with stable start (tori gate) to kill an aggressive...

It should be changed because 1) removes a design aspect of the game (need to send a card to fully exploit water boom) and 2) because it arises balance concerns since now every civ can water boom in the same way (especially with all warship nerfs). The main problem with 70w is that it makes schooner card useless, and that's a terrible change.
It should be 80w and 40w respectively for default and post-schooners cost. TAD card for fishing boats should be something in between.

Ok. Well then we have to drastically reduce the effect of each teepee or put a max cap so that the total effect is never more than 30-40%. Anything more than that is completely retarded considering that age3 eco cards are 25% and Sioux is not even a boomy civ.
