Why? Cossacks are a great unit, better than cannons easily. Cossacks are not good cavalry. Even if you are getting lots of batches out there is no point because they will die quicker. This is late game so they can die pretty easily to Dragoons and Skirmishers. Russia need to train Musketeers anyway...
