It seems that counterpicking is too strong. You can have a civ that's good in 90% of matchups but one bad matchup and you can't choose it as your main civ in tourneys. Normal TPs don't generate the same amount of XP per TP on every map, it depends heavily on the number of total TPs available. Maybe do the same for native trickle? It's cool to build one native TP, it's cancer to send ATP and spam 4 native TPs.
