Skirmisher is already a strong unit.

But japan has too many upgrades for units which makes them OP until a point of the game. But thats a civ midgame unabalance issue rather than skirmishers in general.

I think otto is still a very strong civ but unused. Only a few players use them effectively. But they are strong can be still easily tier1.

I think the same. Japan > China on RE i think. And he plays only china so he doesnt like it.
I think japan has no weaknesses in this game. Its just clearly op. Strong land boom + best water + best units.

I always have been pushing hard on the patch to be as minimal as humanly possible. I spent the last months of my involvement in feb getting ignored or flamed for those views by the entire new team. I'm pretty sure since no one on the team actually cares about other parties views anymore or the goal...

I played 1 game on the newest ep with it. You have still a scout so you can easily pick treasures. It mean your market/tp start wont delay you too much, I could manage to age up same time with coin start + market. It seems fine to me.
