The alternative should be entirely possible right? I'd assume the seed for the map is set somewhere in the mapfile's script at least, or can somehow be manipulated in the map script. No, the split of default file would mean no more custom hidden hotkeys in the file. User profile would remain shared and players would retain regular hotkey settings.

Just tried this, unfortunately there seems to be a huge performance issue with the hilltops in the middle portion of the map, making it not very playable. I didn't take a look into the script to see what's exactly causing it.

Traditionally, the idea's been that banning RE cheaters from EP doesn't make much sense, since they aren't supposed to be able to cheat there anyway.

Nah, don't think so. I set it to 600 and the units moved at regular running speed, just no running animation. The effect appears to be purely visual, might just look deceiving because of what animation you're used to.

Breaking news: MaxRunVelocity has absolutely no effect on unit running speed. It seems that it's used to apply proper running animation; unit will never show running animation if it's set to a too high value and unit will constantly play running animation if it's too low.

Yeah I've noticed this too it's super annoying. And I think it works on a few other buildings too.
Not sure I understand, you cannot select unit control groups with a hotkey? It seems to work fine for me.
