With enough data, stat is a good help too balance the game (or anything) but in a game with so many civ / map / game style, i need 1000* more data than that. I can take in consideration the PR gap, mu, map and more stuff if i want but i can't (i tried but my computeur can't handle so many variables...

i think foremost it's the same problem that everyone has with japan - it's just so lame. if you are untouched you win seemingly by default... you can be rushed but if you defend well (which usually isn't too hard) you also put yourself in mid-late game where you are just stronger.
