With small buffs classic gameplay can work just fine. Sioux got 5v plus some other cards can be buffed. Otto got the mosque buff. Obviously other civs need to be changed to achieve overlal balance. French/Germans have been nerfed already. Dutch needs 4 bank limit back. Brit needs a moanor nerf, etc...
