I would suggest the following format: Anyone can enter provided they are above a certain level(2nd lieut for example). You enter with an esoc name and a country. If a country has a player that enters an account with 2300+ 1v1 elo(could be made higher or lower-just an example), then your country auto...

The thing is it wouldn't be that there are people that won't get to compete. Just that they might have to play other high level players before the tournament begins. More like a random seeding tournament.

Having a high level player tell you what to do is definitely an advantage as seen by the h2o and callen vs uhlan game.
