If you have ranged units (goon skirm) vs melee units (rod/pike huss) it makes it extremely hard to hit and run in lag, while if it wasn't lagging you would win really easily. Only applies if you have more micro heavy units than your opponent though... Also want to mention that high APM isn't always ...
