japan is pretty hard to beat on low lvl, I had the same issues when I was playing vs japan some months ago (and still do sometimes ^^). Play japan yourself to understand how this civ works and how to beat them.

you should rush japan to force them to stop their boom and maybe ship 1 unit shipment, and then ship 600w/export/trickle (one of those) to boost your eco and siege shrines around the map on the meanwhile. they must be forced to push out at some point, or they will have to age up with shrines being r...

yea u will need to improve. Getting to pr20 is super easy. you just need to learn the game basics. @site made a post about it it might help you.
