Galleons do kinda deserve some sort of combat buff considering they cost 2x a caravel yet trade about evenly with just 1 (provided the caravel has its broadside).

Yeah politician changes should definitely be looked at imo for the regular EP and especially DE. I really prefer what smackdown patch did for aztec's warhut politician (1 warhut, +10% atk/hp, and 1 WP) compared to what EP tried, and there are numerous other politician changes that were really good. ...

The rate of fire of the unit is determined in the protoy file and AFAIK is independent of whether the unit is moving or not. You could probably do this if you could create new unit animations and messing with tactics, but new animations are impossible to create currently.

I think getting a TP when you are playing agro as japan is better than a market and techs. If you're playing slow japan (5:00+ age up) the tp doesn't help your progression until your fourth shipment, but if you are aging earlier it will help out a lot and make sending 2 orchards less awkward. Now isn't just too easy for otto to pull back, send 1k wood, drop 2 tc's, and build ca to counter your rifle riders? As sioux you'll have no eco and no siege, so there's no real way to effectively take down the tc's early besides preventing them from going up in the first place.

What about removing their melee armour and increasing their HP a bit more, maybe to 260, which would mean they die in one more skirm shot but would leave them effectively the same in melee combat (they usually have 10% melee armor, so 264 melee HP)?

JPK die in 9 hits from a huss and kill a huss in 8 hits. They die in 11 shots or 22 hits from a musk and kill a musk in 3 hits. Elite Pumas die in 7 hits from a huss and kill a huss in 5 hits. Why not make it -25% cost but keep the HP bonus (and make it age 1)? I feel like that card could potentially be viable in mu's where you're worried about losing banks to pressure (maybe vs. spain, otto?). -25% cost on 5 banks is about 1500 vill seconds, equal to the 3 vills working for 8:20.
