Fixed crate start(s) would indeed be a really nice step towards balancing many civs. However, some might object to it from a game uniqueness standpoint. Its not cheating, but some people think its bad manners, especially on great plains where ur third hunt is non-existent or super far away. I would do it in a tourney game as it gives u a huge advantage, but not in casual play except for qs.

Yeah I think on FP 1.2 all non-agra wonders built 10 seconds faster or so. IMO, I would just make all their wonders build faster cause a 10 second faster 10/10 agra would be nulled by the time spent waiting to actually have a shipment. It is fine, but I think you are better off shipping units in 1v1. In team you could do like 3v, 700c, 700w, 5v, 5 lancer/1k coin, cav combat, cabelleros or smth like that and do a rod/lancer spam.

Cool idea, I just dont think that the balance would be quite right on RE or EP. I think this tourney would be balanced on AS FP 1.2, if I am remembering correctly, but that patch is obscure and I dont think is able to toggle.
