The problem with messenger change is that it nerfs aztec fast age to colonial, that's not necessary really.

200w is pretty shit for russia too. Can't make HD, can't make TP or you will age with 17. Ye mantlets have both artillery and infantry tag so they are basically the most upgradable unit in the game.

The rule for no snare is when you have 2 units in age1. I don't think there is much to do with the Sioux WC at the moment.
