Solo elo rating, everything else would be too difficult and much more time consuming

For t16 I think past tournament placings was also a consideration

I'd bet that seeding is done almost entirely by 1v1 ELO, and that manual seeding only takes place with the top 20 or so players (due to relative inactivity on some player's main accounts). I'm not actually sure if floating happened? If so it's not really an issue as upsets are very rare in this game.
