I dont see your point, besides spains unique trait to be a melee civ. Re spain is definitely worse than current tp spain iteration. Melee units are just too easy to outplay for most "meta" civs, while tp spain can actually try to keep up with these civs
on RE going art was just always worse than going melee. When you have a unit that fucking destroys the majority of its counters then why would you make anything else?
I don't really like Spain in general but I definitely feel outplayed now if I lose to them, as opposed to outspammed.

Dang, I wish I had discovered this topic a lot sooner.
It's kinda undeniable that Spain right now needs some kind of buff. Their military just isn't strong enough to counteract the weak eco they currently have. They lose to almost any civ with a decent camping style in a drawn out game. And most of us agree this comes from the lancer nerf. 10 extra pop simply isn't worth 50% less damage to heavy infantry (for lancers).
I think the perfect solution would be to revert the lancer nerf back to X4 vs. heavy infantry, but KEEP the free pop missionaries. This would bring back the value in Spain's traditional melee force, and would still give you the flexibility to go for a more art heavy composition when needed due to the 10 extra pop.
I like TP spain. Maybe decrease the time it takes for shipments to arrive. This would increase the boom a little as foctorys etc. all come a bit faster and also give them some more sustain in the long run, as inf rods come in faster. I don't know if you usually stack shipments as spain, but if this is the case inf rods could be sent more often. I think a buff like that is more interesting than another increase that card by 5% buff.
