I just got a few of my close friends to get the game (small miracle) and want to make a scenario to get the most out of the themes this game employs.
I've looked over the map/scenario editor, and I want to accomplish these tasks:
Two native american civz start on the mainland. Two European civz start with their villagers and explorer and a town center cart in caravels.
1. How do I make the edit the placed boats "inventory"?
2. In scenario edit mode, are the civilizations "set"? Or can the players choose a civ?
3. To hurry up the early game / add a bit of history, I would like a boat of European settlers to spawn every 2.5 minutes until they have 60 settlers. I want to do the same with the native americans, but just spawn on the edge of the map. (Or maybe give the natives a different advantage, like always having a small band of warriors spawning till they have 10- gotta hunt those settlers down before they take over!)
And that's it! I don't think it should be too hard or I wouldn't come around asking for help, but I can't make heads or tails of the scenario editor.

Playing a multiplayer scenario, players can choose their civs.
You'll have to make triggers to do the recurring unit spawning events
