French 94 villies (Nilla)

I saw a video on Youtube that French can have 94 villies and Brtis 124!

Does this apply to all civis with Settler cards? Could I do it with Spanish?

Yes it's a glitch I think @dicktator_ he can explain it how it works.

You can do it with every civ!

Yeah, it's a nilla glitch. You queue the vill shipment(s) right before imperial so that you can queue them again after imperial. Then as a vill shipment is about to pop you cancel and requeue it, keep doing this until you're almost maxed on vills. Then let the shipments finish after you max.

Do I have to have 99 villies queuing from the TC? Example, I have a total of 89 villies out in age 4. I click to Age V and then spam villies on my TC until I hit max? That is the part that confuses me. I can't send villie shipments because I am at maxed.
