Wouldnt ELO to Game amount ratio tell you more? If a person gets to say 2000 ELO with 100 games vs another with 1000 games, then wouldnt the 100 game player be more 'skilled'? (since they likely played vs better players) That being said, experience is also a factor, as the more games you play (hopefully) you can adapt more.

Of course, you can't reach your real elo with only 100 games if you're 2000+ elos
