No, they''re better. Japan gets a horse artillery unit from the consulate for 200 export in colonial and India gets a 9 zamburak shipment in colonial.

Campaign China and Japan are both pretty good actually. China gets access to a unique Asian consulate that gives them access to a 3 Manchu tab in age 2, as well as jat lancers and standard Japan consulate. Japan has age 2 horse artillery.

While both lack a couple of cards, the advantages they have are huge, especially among lower ranked players. The first time I encountered campaign Japan was when I was pr 13 - my Xbox/pike mass got steamrolled.

I treat the users of these civs as cheaters. They have access to imbalanced consulate techs that other less tech savvy players can't get.

Ahh right, I havent done campaign in a while. Well thats definitely be cheating of some kind if you played it in ranked online...

Its not really cheating since your opponent can kinda see that you are playing a weird civ. Its about as much cheating as playing iro lol.
