Correct, it is the number of players playing the game through Steam doing whatever they feel like (campaign/skirmish/LAN/ESO/Scenarios..). So no, not all of those are online on ESO. Taking into account that not all ESO players are using Steam either, the actual number of these Steam players on the ESO platform seems to be less than half.

Well, not on a typical day; while 400 is the total average, most days usually get closer to 200. The number jumps massively around Steam sales, though.

and this number also correctly correlates with Steam sales, I'm inclined to believe it is real. They even have another field there for accounts created per week and it checks out as well.
