Me and Victor_Swe played all 14 mirrors without shipments and without treasures (tres are a really big deal if you''re not sending sihpments).
It was very boring ') No one ever aged to fortress, it was just a matter of getting to age 2 and making units.
Obviously the strongest civs are the ones who can boom without shipments like Brit/Japan/Dutch/Ports. Weakest are civs that rely on shipments like Spain/India/Germans.

Dutch doesn''t really want to stay age 2 though. Japan/Ports would be really strong, since they generally don''t get the greatest shipments, but do get their civ bonus without having shipments. And ofc british just gets a free vill with each house. Maybe Japan would kinda suck because their cherries run out pretty quickly so they have to go on paddies really early then.

Imo Ports would be the best civ because their tcs would allow them to boom up very quickly. They also wouldn't have to worry about their bland shipments being outdone by other civs.
