Town center fire is 90. Two shots is 180 damage. Ashigarus die in two shots, sepoys die in there shots. In this specific scenario, sepoys have 50% more hp. 20 hp difference can be very significant, and it can be negligible. Depends on the situation.
Pay more attention to detail.

but you rarely get to fight Ashis under your TC when they have no upgrades

Yeah, Ashis have quite different gameplay than Sepoys. I was thinking about units like rods, jaguar prowler knights and coyote runners. How could they be so fast than units that carry rifles and I bayonets/swords. Like they carry weapons and armor that are so heavy but they are still fast. I'm comparing this to the different logic used in aoe 2, units like Teutonic knights, they are very slow, they have very good hand attack and range armor(term used in aoe 2) and good HP too. The reason is their armor and their weapon are very heavy.

Speed is one of those stats that is difficult to assign a value to. If all your fights are carried out in stationary locations, then it's pretty irrelevant, but it becomes important if the pace of the game shifts to lots of small skirmishes/raids and nobody has walled up. Slightly easier to raid and get away, slightly easier to deter smaller groups of anti HI, slightly easier to maneuver your army until you're in a favorable position to take a fight.

Melee units should get a running animation when they catch up with the enemy. Current state is a simplification of this.

It's kind of like Sioux, they can pick favourable fights easily and simply retreat when they're in danger of losing. When you're on the disadvantage, Ashigarus will crush you even more, and you won't really catch them when you have the edge.

Ashis arent really op. Its japan overall until it gets it eco up.
If it makes yumis with 2 upgrades +consulate + pavilon + veteran + 30 people on cherries it would be just worse than ashis.
So its the civ overall op until a point.

Speed does increase the damage output indirectly in musk vs musk wars as it allows a quickier auto-concave. Marginal stuff but it matters.

high lvl 4.5 speed > easy to micro on ashi vs musk.. and very much ashi > skirmsh

The cost benefit of ashigaru is good, because with a good economy does not have much problem in mass production ..
