It would be reaally reaally stale. I played two ten minute test games to convince myself port is the top civ and its boring as fuck. You age up, get market upgrades and just make musketeers. Fortress is not viable because no shipments, and the two best civs on paper will only make musks.

Ports can have fortress agenda, it gets one more TC, access to Caçadores, Dragoons which can beat almost every unit brits can make(with a bunch of cav ofc). Plus this setting will be fast only on 3 or 3+ TP map where stagecoach can increase the pace of the game.

Cassadores don't compensate enough imo. You're going to look at an age up at a point in time where the hunts are actually not safe anymore so it just doesn't seem viable.

I'd say, I have High Plains my mind when I speak, so making TC near to 2nd and 3rd hunt, having some even age2 skirmishes and only after then going age3 because you want to get control on some more mines and hunts and to have an anti musket army while fighting for the TP stagecoach line.
PS: I also think for this setting, stagecoach should be the base so as not to slow down the pace of the game.

Like Jerom said, games are extremely boring in this format. I once played all 14 mirrors against none other than Victor_swe in this format (also no treasures, because without shipments treasures become game-deciding) and we were bored out of our minds.
