Having problem about ESO

Hi, for 2 days im having problem about eso i cant view a home city i cant build a deck i cant choose cards and in the game i cant choose shipments or decks. My ESO home page is full black and some texts looks like this "$$$$233$$$$" it was one of clan rank name idk why, couldn't find a thing about this problem on other forums or pages so please help me.

i reinstalled game 2nd time and closed my antivirus and rebooted it and it worked!!!
The point is antivirus i think

If you uninstall the game via steam it still leaves some x86 files so if those files are corrupt doing a normal reinstall doesn't really help
