Hatamoto samurai (aka buffed up ronin) from the Japanese consulate is that unit. Ninjas get good multipliers, but Hatamotos have enough splash, resist, attack, and hp to outlast them.

actually you raise a great point umeu, because if they are not considered mercs then no other land unit would beat it 1v1 short of artillery (i think), and honestly hatamato might even be able to take down some cannons as long as they can survive the dangerous journey of dodging the cannon balls until he reaches the cannon itself.

the OP stated no micro though, with micro no such unit exist. without micro its a frig (or fuchuan or ironclad) out of all units, and perhaps hatamoto if only land units.

Imperial bombard can beat hatamoto I imagine.

With micro I can still imagine a howdah maybe doing the job. Not sure if it can hit n run hatamoto's though. It can probably beat its counters though, because there aren't such insane pop heavy skirms. It can probably also deal with the great bombard and obviously with cuirs/mahouts.
EDIT: I tested it and I think it just barely beats a great bombard, and it seemingly can hit and run a hatamoto.

Its hard to practice vs the AI, but vs melee units it seems they have long enough to increase the distance by enough to take a free shot. Yes. I even tried to circle around it in melee to delay the shot. Its still really close. Great bombard is OP.
