Not sure if you are trolling, but Germans start with 3 settlers wagons and can get more by shipping them or sending a card that allows them to build Settler Wagons on mills. Villagers they train from the Town Center are regular villagers. So it's not uncommon to have a mix of normal villagers and Settler Wagons.
