making new account
Would it be possible to make a new account on steam and buy the game then make an account and refund to get your money back and get the account for free? is this method possible?

Steam definitely wouldn't. You don't use the key for any sort of Steam service, only for Microsoft's ESO service.
In theory, I think they way it should work is Steam tells MS to revoke the account after its key has been refunded. Whether this ever happens or whether MS is even able to revoke accounts, that is another question...

not the first person with this idea, every other day a guy shows up in reddit telling he got a used cdkey from steam.

I would estimate 100% of those cases are made of people who already had a used AoE3 cd key in their registry before they bought the game (from a previous purchase or a pirated version), and they don't know it has to be erased manually with a script. I imagine refunded keys simply do not return back to the pool.
