What is that unit ? And why does it wear an anti-riot helmet ?

I think it's a crossbowman which appears in single player nilla campaign. He's unable to attack, has no death animation and so on.

EDIT:
This unit can be created in a scenario editor and is called ??IGC crossbowman". Although it's undoubtedly its avatar, they have a regular crossbowman picture in the UI.
