ROTATOR MOD
There are generally several questions that go along with a situation to determine if it is an issue I will take action on, or if it is a generally useful mod that just improve a client's gameplay (i.e. building rotator mod)
1) Does it dramatically change how one connects to ESO? i.e. are they able to circumvent normal ESO gameplay, endanger server stability, or otherwise harm the service.
2) Does it affect how the game is played? (double decks, auto leveling home cities, remove fog of war / map hacks, etc).
3) Does it adversely affect other players? (Spam them with messages, prevent them from building stuff, etc)
If it does none of the above, I do not have any reason to issue a ban. -- Ryz0n

UI MODS THAT DON'T GIVE AN UNFAIR ADVANTAGE

MOST MODIFICATIONS, SCENARIOS OR FANPATCHS IF NOT USED IN RATED GAMES
Unrated games are not investigated -- Ryz0n
There was a whole forum sub-section devoted to modding on the official forums.
SMURFING, RUSHING IN NR, NOOB BASHING, ETC.
noob bashing with smurfs or rushing in a NR labeled game is terrible netiquite, but it is not something you can get banned for. I will not ban people for rushing in a 'nr' game. It is, however, incredibly bad sportsmanship -- Ryz0n
BEING AN ASS IN THE GAME
Is it against the ruled to wall up your ally's town center to the point where they can't do anything?
No, you need better allies -- Ryz0n.
