Is it possible to just buy the AOE 3 expansions on steam?

No, you can only buy the complete collection on Steam. Buying the expansions separately on their own is not worth it, actually it would almost surely end up costing you more money.

The game itself is so cheap now as a collection it would be more expensive to get all 3 separately (or TWC/TAD), plus buying a new collection allows you to create a second ESO account.
