Start with 1 Indian Monk?

Hey guys, maybe about a week ago, my brother and I were playing together on ESO, in Siberia. (Normal, rated game, etc., not a scenario.) He started with ONE elephant monk dude. Tried ?/ to toggle explorers and there was only one. Did military setpoint, still only one. Literally just started with one elephant. Anyone run into this before? I laughed so hard during this XD
