1. You cannot build as many units or buildings of one type as you want. That's what a build limit is. For example you can only build 99 settlers and not more and only 20 houses and not more.
2. A foundation can be obstructed when an opponent's unit stands on the place where you wanted to build sth, for example a fort.

You can only have one foundation on the map. As long as your fort is NOT building (the wagon is still on the map), you can delete the foundation and build a new fort.
