List of counter-civs

I have a problem. I was searching for something like that but i didn't find anything.
Do you guys know any list of that which civ is good against other civ?

Pretty much.
If you want to win just pick Japan or India. If you play vs Ottoman, Portugal is also viable.

Goodspeed's TAD guide is outdated but is the closest thing to what you're looking for.

You can't make such a list because a lot depends on the map, the playstyle and on luck sometimes.

I guess GS's list was about standart TP no-water maps, the main problem imo was the underrating of civs as China and Russia

I think its impossible to say many things about this with too much certainty. People talk with more confidence than is warranted usually. The truth is that there is no truly accurate list of counter civs.

Why non-water or TP?
Is it bad for iro?

Some civs that are bad on RE become better with water (think portuguese) so it might change the match ups on some maps, as iro is nothing special on water. And iro without TP is not so good, they usually have at least 200w start and can always get a TP directly, so on no TP maps it's painful for them. While some other civs don't need a TP
