Thing is, china can only be fast if you have 8 on wonder. Which you cant vs a rush. So its always gonna be slow

Tibet is different because you get good tres and a lot of livestock

The French consulate may be perhaps worth it once you go for a prolonged colonial play and send 300 export once you used your 700s to get the crates

An honest question though:
In age I, if you go TP + Village, there are a lot of people that still send Northern Refugees.
I do too, but I was wondering: if Sumptuary Laws are about equal to 2.5 villagers, why not send that instead?
It seems great, since it also gathers when pressured and (most) vills are stuck in the TC.
Is there something I'm missing?

That's because it's not 2.5 vills :)
It's a bit less than 2 vills resource wise. The only "advantage" compared to 2v is that it gives a lot of export and experience. The thing is, you don't really need the experience/export/wood early on, so it slows down your ff for no reason. Finally, market doesn't affect it, so it's like 1v once you get all the market upgrades.

the only real problem with Sumptuary Laws is that the resources are spread out rather which means you wont be fully focused in getting the resources to age up so you end up aging a bit slower.
Since the goal of china is often just to get to age 3, you can argue that just getting the wonder down earlier is better than the resource you gain even if you are idled.
Its definitely good if you are idled, depends on what you can do with the resource that you gain. I often just use the bits of gold and wood to get some market upgrades.
