-50w -50f for building banks seems a little too much, but i might be wrong since i dont play then.
+1 wood crate buff for ports seems too little, they need more stuff.
Your ottos changes will make then a ff-only civ...and the changes didnt make their op ff any weaker.
Sioux BR just need penalty vs villagers it should be enough for now.

Just make 14 ashi to 11 ashi. Make 16 yumi to 13 yumi. 4 flames to 3 flames. Lame tokugawa should cost 750 food for sending it. Ashi speed to 4 in age 2 pls.

You're totally changing the meta, we're in a musk meta, with your changes it would be a bow meta and you're also changing the meta of the civs.
Spain is going to be a colo civ. Etc

He is indeed changing the meta though the modifications seems quite fine to me.
Only thing that bothers me is the brits that got downgraded severely ecen if they are not a top tier civ!

I know they are good but I don't consider them as OP as iro or otto as I feel like they already struggle against german on tp map for example.

I really like the idea of halberdiers with 4.5 speed, they are almost unused right now unlike similar units like changdao.

It's not in my interest to comment on the entire list extensively, but I will say that I disapprove of a Halberdier speed increase. In my mind the unit is clearly supposed to be slow by design. I would rather increase stats slightly after making the unit (along with all others) Colonial Age stats based:
?? Halberdier hitpoints increased from ~166.67 to 175. Damage increased from ~20.83 to 21 (Russian Halberdiers adjusted accordingly).

The only thing I agree with is giving Halbs more speed, might actually make them a somewhat usable unit.
I don''t think all the civs should be changed... Civs that overpowered and underpowered should be changed to make them usable and fair. Too many changes will just dull everything down and make civs less unique like what Ede said.
