He actually was making the tower with vills. I noticed that but was to late.

Would something like 60/200 also be acceptable vs civs like Iroq and otto? I would click off of ports consulate while ageing so I can get the Japanese consulate units.

With 0 vills on the wonder, you should age with 100/110 pop, -10 if you wall and -20 if you want to build the rax asap.
So vs iro/otto, you should have 70/80pop.
I think you should play with the port consulate until you have 160pop. Also, bow are op.

No he means the consulate bows have a negative multiplier vs cav whereas before they didnt

Keep in mind this tech among others inflates the score quite a bit because it researches upgrades and counts the cost of the tech in terms of score so it counts more than twice. Try not to pay attention to that number under those circumstances.
