So it's good to posture and get scrappy with the enemy if you can. Just don't lose all your units.

The stated objective of aging up is to access units, cards and tech available in Fortress Age, why would (unless your civ can't do it) would you want to delay your age up by a minute for a pretty lame amount of units? (Given that you can get your Veteran Upgrade and/or card delivered) in the time you save in fast age up.
The only exceptions to this (as far as I see) are British and Spanish (7lbow or 8pike 4 hussar).

When you dont have a shipment ready and win the game if you survive until a fortress shipment arrives (due to, for example, having better eco). After prolonged colonial play the opportunity to age sometimes arises before a shipment is ready, so it becomes a possibility to create 6 skirms out of nowhere. It takes a bit until the vills you lose out on due to aging up slowly gather enough resources to compensate for those 6 skirms.

Unfortunately, The Exiled Prince is at least 10 train-points (normal speed "seconds") too strong. If it were balanced, alternatives such as "6 Skirmishers" would be a lot more viable. Also, the balance between the Colonial and Fortress meta-game would likely shift.
