Porto german french FF. Or Dutch FF or poke skirm Rush. Both this civ counter a bit otto. About french depends from the map, same for porto.

Re: On vanilla what is the best civ and strategy to beat otto
Lately I been playing some french in QS on nilla. There are a lot of otto players. So depends on if ur having trouble with Jan rush or FF? What i been doing is planning to go for 10 muskeet semi ff. So i send 4 vils and make musketbut on the way to age 2 i get a market and upgrade vil hp and attack, so if i get jan rushed i and just make a few more musket and use MM + vils to fight with and send 8 xbow if pressure stays or to jus win game sometimes. As Far as FF do 10 musket semi ff and then make skirm goon +cannons.

As far as I remember, the best Otto player you can find on nilla is Javier_scout and he's bad. Just Dutch/Spain

All of these suggestions are under the assumption that Otto is doing jan/abus or some other rush/colonial timing.
France can do musk/huss with 8 bows and maybe a few more, which is pretty good. Once he goes through his big 4 crate shipments (700c, 600c, 700w, 700f), france has a decent chance to beat them, as long as they havent lost to many vills.
Dutch can also be quite good. While this is kind of a troll build, I do a skirm/pike rush. Bo is 700w-units-700c, or 700w-700c-units, ship huss if he has a mass, pikes if he has a small mass and you want to kill his fb/he did jan/huss. Rax, market and house on 400w age-up. Do a bank in transition. Try to get his first batch of jans with your skirms. You could also do double rax start with no bank in transition for an aggressive counter-rush, or do 2 houses on 400w with normal stuff, but do 3 huss first. Both have worked well for me. I normally ship 600w next, and get some houses, as well as a second bank and some pikes. Remember, it is more efficient for dutch to buy wood at the market than chop it, up until the price is around 135, 140ish if you have placer mines. Dutch can even beat them with this strat if they go for the ff, but only if you train 10+ pikes and ship 8 as your second colonial shipment.
