well, sure, that means the civs reset after g1, and then there is no reset. But this is not stated explicitly in the rules in anyway, although i agree its a reasonable way for it to work, but still rather complicated. I would prefer just saying you have to play each civ once before playing them again, because that way you can also allow TWC vs TWC mu's in other games besides the first. Now its just 1 TWC mu and then TWC vs Euro/TAD. Which is great, but I think more TWC vs TWC mu's would also be interesting.
Also, can @_H2O comment on the civ pools? why 2x spain, and why no china?

That is how it works. To prevent the first game from driving how you can pick for the rest of the series. This also allows for no reseting to take place.
As for the civ pools there wasn't a native that felt really good for China to play vs. there may have been one but as it stands we got 9 of the 11 non natives involved so I feel good.
