Patch is mainly for retired top players to be discussed, rather than actually played on (Just look at the forum activity last days)

I think it's fair to say that:
RE = Less talk, more play
EP = Less play, more talk

Now i do happen to have alot of games played on the last patch, and you kinda need to hook someone up for things to happen. If you wanna play a random opponent below lieutenant you're just better off going on RE.

The balance changes don't, but the patch changed a lot of other things that are great for beginning players. Improved maps, anti-cheat features, obs UI tools, XP mod, KOTH, FFA diplomacy, etc.
