That is EXACTLY what it can xD
The blockchain can never be turned off, unless of course you turn off the entire internet.
Once uploaded, it functions without human intervention. Governments and agencies can do whatever the fuck they want, they will never be able to shut it down.

It was very much related to cryptocurrency.
Spanky posted her dissatisfaction with the huge price dip in the past 3 months, leaving thousands of average Joe's loosing millions of dollars and that the blockchain eco system don't have "Checks and balances"
She went on to blame "investors" for the losses. Those investors are according to her, ruthless people and are willing to do almost anything in pursuit of profit!
If those statements don't trigger anybody with half a brain, I don't know what does. Not only is it self conflicting it also goes against everything the blockchain stands for, which is responsibility of your own actions!

I will look in to your claim about Goldman Sacks, a few pages down, and come back to you. At this point I would suggest you calm down Goldman Sacks had a big stake in the 2007 financial crises though. Would you trust them?
