There's a lot to keep track of on mobile especially when you upload four photos on Imgur mobile (aka nearly impossible to get copy-able forum links) on a limited screen.

It's not an accusation. But it often hints at an accusation that will likely follow if the inquiry yields the information that is required to back up the accusation. You usually don't just randomly inquire, you often have suspicions or doubts that lead you to think an inquiry is necessary. But at least, in the court of law, suspicions and doubts are not yet enough to accuse someone without it being slander. Luckily for the good of all the world, we no longer put much stock in our legal institutions, and we're moving in the court of public opinion, where you're not only guilty until proven innocent, and even then you're most likely still guilty, but you can say whatever the fuck you want. So the better question is, is an accusation also a verdict.
