I installed the game on my new PC and for some reason the CD key Steam gave me was invalid even though it's been working for more than a year on my old PC. I did, however, verify the integrity of the game cache about 6 months ago (now called "files" instead of "cache") and I do remember something about it giving you a new CD key or whatever. I did dig in all sorts of forums but I didn't find exactly what verifying the game cache does. Does anyone know?
Resolution - I managed to fix the problem, which was the directory of Steam. On WinXP, if Steam isn't in C:\Program Files, it will tell you that there are path problems which you can either repair or ignore. The repair button didn't do anything, however. And with the game path being wrong, shortcuts can't be made, games can't be launched from the library, and therefore AoE 3 is thought to be illegal, therefore not taking any keys.
MS support says that verifying the game files doesn't change anything other than re-downloading missing/corrupted/changed game files.

Re: Invalid CD key
Verifying game cache just re-downloads corrupted/edited game files, it won't do anything to change your key.
Where are you getting a message that suggests your key is invalid? If you're trying to create a new ESO account, you can only create one per key.
