Well What I would do and this may not be the best, is verify your game cache through steam

Go to the "Installation\data"

No-Steam: C:\Program Files\Microsoft Games\Age Of Empires 3\

64 Bit:
Steam: C:\Program Files (x86)\Steam\steamapps\common\Age Of Empires 3\bin\
No-Steam: C:\Program Files (x86)\Microsoft Games\Age Of Empires 3\[/spoiler]

Delete all files that start with "homecity"
For example: "homecityxpsioux.xml"

Delete the folder "tactics"

Then, extract these it:

data.zip

(2.98 MiB) Downloaded 38 times

Will ask if you want replace the files, do it.

It doesnt help steam only verifies .con and few other files to prevent cheats, it doesnt verify your whole files, believe me i tried this when i messed up
