I win the game but don't geT experience points

The problem is I am winning the game, he says "nameless has now advanced to level 11 homtown", yet my experience points remain fixed on 140,000 and my hometown remains level 10. I'm playing skirmish 1-1 offline. it happens both on the warchiefs and the asian dynasties.

if you want to level up offline edit your home cities' level.
My documents>My games>Age of empires 3>Savegame and now right click to a home city and press edit with notepad, then change the number that indicates the home city level from lets say 10 to 40. So you change the line <level>10</level>to <level>40</level>. Keep in mind that this won't give you new cards. To unlock new card you have to edit the skillpoints of your home city. If you have 5 unlocked card and want to change this to 30 you change the line <skillpoints>5</skillpoints> to <skillpoints>30</skillpoints>
