In sup I would probably roll an age 1 eco card or estates maybe. You should send two factories and those can make rockets if you need them.

Typically when you get age 4 as Brit your already 10 shipments in so delaying factories is a huge mistake at that point.

If I had to choose probably three rockets because I doubt you would be sending more than one unit shipment once you get age 4 as brits.

Rockets are actually very good. Same damage as bombards (better ROF) and better multiplier vs cannons. Also no negative multiplier vs cav. It's actually very good shipment vs turtle IVs.
