they could perhaps use a slight buff, but im not sure what has to be buffed, because much of their arsenal is really good and its more that people play russia wrong that makes them underwhelming. blocktraining can be annoying ye, but its part of the russian unique design so i wouldnt want to see that changed. perhaps a +1 villager start would be all thats needed?

thats why it has to be tested, it doesnt have to be that huge tbh. otherwise a slightly buffed trickle. or +1 coin crate.

iro went from top civ to mediocre civ with 100f more and 200w less. Getting an extra villager is a bigger buff than that is a nerf, as a villager easily gathers the deficit in res before you even age up, and then continues to accumilate value. 1 extra villager is extraordinary as a buff, I think ports, Dutch, and Spain wouldve become OP if they had gotten an extra villager.

its 80f vills -100f though.

1 villager is essentially the biggest buff a civ can receive in a balance patch.
And literally Russia is the civ that "starts with less villagers but more crates" as it says the game manual.

Btw we might aswell think of what to change about brits and French at this point.
