Possible Dragoon nerf?

Goons are being mentioned and often discussed in depth in many threads. Most agree that goon is little on op side, and should be weakened a bit. They are highly mobile, very versatile, effective and semi effective against many units, relatively cost effective and when massed very hard to deal with. What do experts think?

Just reduce HP by 20, or decrease range to 10 or 11 and you have a balanced unit, IMO.

It will indirectly buff civs that don't have goon, so it could be problematic change. It doesn't have to be 20% though, I would start with 10, which would probably be enough.
