Used to play back when there were no divisions, but elo. And yes, I managed to escape elo hell (500 elo xD). It is funny because it was similar to aoe sort of, I were meeting the same guys over and over because one couldnt manage to get that low elo.

I am pr30+ on RE, do I count in?

Punishment seems like an overkill to me as well

I have tried it as spain, it might be good at cases like when you have to secure water fast or at NE, where you can ship it in his pond and spam units in his base.

Russian water boom isn't weak against semi ff civs, it just depends on the map. On a good water map like Saguenay, it's really good against civs like France and Germany. Sure you know more than I do, but have you ever tried it yourself? They get too much momentum , and you akwardly have to upgrade ...
